Most likely you are using WordPress.com, which is a blog hosting service created by WordPress co-founder Matt Mullenweg.

It is a solid blog hosting service, but there are some limitations to using WordPress.com. One of them is not able to install plugins, which is why we recommend using WordPress.org.
